Our Story
Ed Armbruster and Jennifer Ashworth created WSWE at the start of 2014 out of a common desire to provide excellent water resource engineering consulting services to our clients. Both Ed and Jennifer value their relationships with their clients and wanted to create a small company where their clients know that each member of the WSWE team has their best interests in mind. WSWE started off as a team of four people and at its inception, each team member worked from home. After a year, the company found its way to its current home at 110 N. Rubey Dr. in Suite 202 and the team has expanded to a total of eight members in order to meet the needs of our clients, but still maintain the personable relationships we have with them.

Edward J. Armbruster, P.E.
President
Co-Founder
Ed brings over 25 years of experience in water rights and water resources planning and management. He is often called to serve as an expert witness in water litigation matters such as, water rights transfers, augmentation plan operations and management, hydrology, water supply and demand, and other water resource engineering issues. He enjoys working closely with his clients to find creative solutions to complex water resource challenges. Ed has a passion for the historical background of water law matters and enjoys relating that to present-day situations.
Kelsey A. Haworth
Project Manager
Kelsey is a hydrology professional with a Bachelor of Science in Watershed Science from Colorado State University and over 10 years of experience. Her experience includes the development of augmentation plans, substitute water supply plans, change of water rights, appropriation of new water rights, water yield analyses, call analyses, ArcGIS mapping, and water administration accounting forms. She also assists clients with operation of their water supply systems, including coordinating diversions and releases with state water administrators and other agencies. Outside of work, she enjoys spending time in the mountains or at the lake with her family.
Riley A. Winebarger
Project Engineer
Riley has experience in Geographic Information Systems (GIS), watershed modeling, aqueous geochemistry, and groundwater-surface water interactions. She received her Bachelor of Science degree in Hydrogeology from the University of Texas and a Master of Science degree in Hydrologic Science and Engineering from Colorado School of Mines. While at Mines, Riley focused her graduate studies on ecosystem perturbations to drinking water resources. Riley combines her passion for problem solving, modeling, and hydrology to create innovative solutions to water resource problems.
Joli A. Sajban
Office Manager
Joli has over 15+ years experience in office management, customer service, marketing, website design, and word processing. She has been working with water resource engineers for over 15 years. She graduated from Colorado State University with a Bachelor of Science in Human Development and Family Studies. Outside of work, Joli enjoys watching her two sons play sports, going to the beach, and spending time with family and friends.
Jennifer L. Ashworth, P.E.
Senior Project Manager
Co-Founder
Jennifer started her career in water resource engineering in 1997. She is passionate about water rights and enjoys sharing that excitement with her clients. Most of her career has focused on assisting municipalities, special districts, and private water rights holders with their water resource planning and management needs. In addition to having fun at work, Jennifer enjoys travelling and spending time with her family and two dogs.
Eric T. Peterson, P.E.
Project Manager
Eric has been practicing water resource engineering since 2015. He has assisted municipal and private clients on a wide variety of projects, including; historical consumptive use analysis, preparation of augmentation and substitute water supply plans, water availability and exchange modeling, well permitting, GIS analyses, stream depletion and accretion modeling, and MODFLOW groundwater modeling. Eric received an M.S. in Civil Engineering from the University of Colorado. When not working, Eric enjoys time with his wife and two kids, skiing, and spending as much time as possible outdoors.
Clayton Phillips
Staff Engineer
Clayton has a BS in environmental engineering from Colorado State University where he focused primarily on course work related to water resources and water law. He has experience assisting on legal cases work and water allocations, along with proficiency in GIS, Microsoft Office Software, and groundwater modeling. Outside of work Clayton spends his time outdoors, one of his favorite pastimes is fly fishing for which he has traveled over large parts of the western United States.
